It is from the ingrown hair. Put aftershave on, preferably non scented, and keep lotion on it. If that does not work, (I know you are probably going to be grossed out) but there is stuff for girls to put on their bikini line after they shave. They get the pimple things, too. Put that stuff on it. It really does help.
