To what end would he need this information? Is it all about credit card info, or is that info contained within the data he needs? This is not normal. It would not be supported by management. It creates a huge liability for the company, and a huge risk to your clients.
If he persists, would you please contact his supervisor. This is a primary information security leak, If a company wanted to derive Information for marketing purposes, it would extract the necessary data by computer program without creating the huge liability that you manager insists on taking.
Our company has a whistle blower program, and a program to cut avoid such security breeches. All companies I know of have such a program. Use it for everyones benefit!

But it does open up the door big, tall and wide for the company to be liable if a customer's private information (including credit card numbers) is compromised. But if he has legitimate access to the data no law has been broken.
